Modernisation and reconstruction of the Garden Gallery exhibition halls on the upper level of the Palace in 2018 through the prism of public procurement

At the beginning of this year, the Public Procurement Department of the Museum of King Jan III’s Palace in Wilanów began intensive preparations for the awarding of a public contract by way of an open tender for construction works under the name “Modernisation and reconstruction of the Garden Gallery exhibition halls on the upper level of the Palace”.

This is a part of the “Restoration and protection of the symbol of the Polish cultural heritage – the Museum of King Jan III’s Palace in Wilanów” project, co-financed by the European Union from the funds of the European Regional Development Programme as part of the Operational Programme Infrastructure and Environment.

The procedure for selecting the Contractor for the task in question is currently under way, in accordance with the applicable legal regulations in this respect.

Construction works consisting in the modernisation and reconstruction of the exhibition halls of the garden galleries on the upper level of the Wilanów palace will be combined with conservation work on sculptures – these objects are located on the attics of the gallery. In addition, the scope of work includes conservation work on selected walls in the palace rooms and, in particular, temporary protection of the roof against precipitation. Moreover, the access ways and entrances will also be secured to enable the use of the building during the works and to keep these protection devices in operability/leak tightness throughout the duration of the works.

These are, in particular:

  • construction of a new ceiling, elevated in relation to the present ceiling in galleries,
  • partial insulation of walls and window lintels,
  • removal of existing plasters and replacing them with new ones after examination and documentation of the bonds of the walls,
  • creation of stuccowork in the southern gallery,
  • construction of wooden, composite gable windows in galleries,
  • reconstruction of the old passage between the southern tower and the southern gallery in the form of a hole closed up with an exposition display case,
  • construction of a perimeter cornice under the ceiling,
  • lowering of the floor in both galleries – uncovering from the top to the level of reinforced concrete slabs,
  • construction of gallery flooring made of oak parquet planks, protected with an oil-wax system,
  • replacement of parquet in rooms covered by the project outside the galleries, construction of parquet surface in oil-wax system,
  • mechanical ventilation and air conditioning,
  • construction of air-conditioning units with the use of gas cooling,
  • construction of technical devices connected with the installation of ventilation and air conditioning in the attic in the central part of the palace,
  • installation of ventilation grilles in the form of narrow slots placed in the ceiling along the entire length of the gallery rooms,
  • construction of an air intake and outlet in the opening of the existing dormer windows on the roof of the body of the palace,
  • construction of a new lighting system in the galleries that meets the requirements of museum standards in force in museums,
  • installation of a new electrical installation, which includes: general lighting, evacuation directional lighting, emergency lighting,
  • installation of a fire alarm system compatible with the system existing in the palace,
  • installation of CCTV system, burglary and robbery signalling system, as well as an individual collection protection system.
  • construction of display cabinets.
  • cleaning up the area after completion of the works.

Due to the enormous amount of work and responsibilities, both for the museum employees and the potential Contractor, the museum’s public procurement staff, in cooperation with all involved organisational departments, conducted a technical dialogue lasting several months. During this period, the Museum asked the Contractors for advice in the scope necessary to prepare a description of the subject of the contract and the specification of the essential terms of the procurement, including the definition of the terms of the contract. At the same time, the technical dialogue was conducted in compliance with the principle of fair competition and equal treatment of potential Contractors and the solutions they offered.

This excellent cooperation between individual members of the task force (established to preserve, promote and ensure further development of the potential of the Wilanów palace-garden complex as a national cultural institution) with public procurement employees led to the publication of a public works contract notice in July this year on the Public Procurement Bulletin website and on the Museum’s Public Information Bulletin website to carry out this task.
